BCDA, CSC to build National Training and Development Center in New Clark City

NEW CLARK CITY — The Bases Conversion and Development Authority (BCDA) has partnered with the Civil Service Commission (CSC) for the establishment of the CSC National Training and Development Center in New Clark City, Tarlac. 

This center will function as a venue for training, learning, and professional development programs for government officials and employees, for a period of 50 years with a possibility for extension.

CSC Chairperson Marilyn Yap underscored that the center will not serve only as a facility but rather as a hub for strengthening the human asset of the government.

“It will be grounded in the unique demands of public sector leadership—one that calls for a distinct mindset, skills, and competencies. More importantly, it will be anchored on Filipino values and practices, shaped by our cultural realities and traditions of collaboration, to cultivate public servants who can engage citizens meaningfully and strengthen our collective capacity for inclusive national development,” she added.

Meanwhile, BCDA President and Chief Executive Officer Joshua Bingcang emphasized that the partnership is aimed at strengthening the capability of civil servants.

“This partnership is about building the people behind the government. When we strengthen the capability of our civil servants, we improve how services are delivered to every Filipino,” he said.

This will feature world-class facilities, including a plenary hall that could accommodate 300–500 participants, training classrooms, breakout rooms, a data processing center, and boarding and lodging accommodations.

Renewable and sustainable design features, including solar power systems, are also part of the plan for the center.

Once the center is built, over two million civil servants are expected to benefit from the space for learning, growth, and leadership, leading to faster policy implementation, improved service delivery efficiency, and the creation of government programs that will provide real impact among Filipinos.
