
CLARK FREEPORT ZONE — President Ferdinand R. Marcos Jr. on Thursday directly delivered to the people of Pampanga the education assistance, food and development projects in every barangay funded by the Local Government Support Fund (LGSF) and Socio Civic Project Fund (SCPF).
Among these is the provision of P20,000 worth of scholarship grants to 2,525 students under the SCPF under the “Bagong Pilipinas Scholas” program of the Office of the President of the Philippines.
An initial 400 students were personally greeted by PBBM during their gathering held at the picnic grounds of the Clark Freeport Zone on May 14, 2026.
Marcos emphasized to scholars to take their studies seriously because they will be the next to hold, manage, and lead the Philippines.
That is why, he said, his administration has increased its investment in youth to truly uplift the livelihoods of ordinary Filipinos.
The said funds, donated by the Office of the President of the Philippines, are attached to the SCPF allocated to each barangay.
There are 505 barangays in the province of Pampanga and 33 in the city of Angeles, a highly-urbanized city, that received P200,000 each from President Marcos for a total of P107.6 million.
Within the said amount, P100,000 was allocated for the provision of scholarship grants to their respective barangays while another P100,000 was for barangay-identified development priority projects.
As for the implementation of programs funded by P286 million from Pampanga’s 2026 LGSF, part of it was allocated for the distribution of Bagong Pilipinas Rice.
The first to be granted were about 1,500 indigenous Aeta people sheltering in and around the Clark Freeport Zone.
There are another 6,613 that will also be given to indigenous people in various areas of the province.
They are part of the 187,455 priority beneficiaries. These include 8,962 persons with disabilities; 4,690 cancer patients; 4,302 undergoing dialysis; 3,476 patients receiving psychological care; 40 currently undergoing chemotherapy for leukemia; 11 who underwent liver transplant; 25, 871 coastal residents of Pampanga; 11, 710 Bantay Bayan; 3,151 farmers; 8,151 solo parents; 1,500 traders; and 8,000 “Nanay Community Workers”.
Other than this are 17,477 in the ‘poorest of the poor’ category; 53,031 construction workers; 28,352 domestic workers; and 2,118 gasoline station attendants.
Meanwhile, Pampanga Governor Lilia Pineda informed President Marcos of the funds raised by the provincial government with the help of the LGSF.
In 2023, twenty-one units of ambulances were purchased with P49.9 million LGSF. A Diagnostic Building was constructed in Lubao town with the help of P50 million LGSF in 2024.
In addition, P10 million is for Assistance to Indigent Individuals or Families – Educational Assistance.
