CITY OF MALOLOS — The Provincial Disaster Risk Reduction and Management Council (PDRRMC) of Bulacan convened an emergency full council blended meeting via Zoom today to assess the impact of the enhanced southwest monsoon and Tropical Cyclones Luis and Maymay and determine the appropriate response and recovery measures for affected communities across the province.
Bringing together members of the PDRRMC and the City/Municipal Disaster Risk Reduction and Management Offices (C/MDRRMOs), the emergency meeting addressed the latest situation reports, damage assessments, evacuation data, and immediate needs across the province’s 24 cities and municipalities.
Officials centered the discussions on the Rapid Damage Assessment and Needs Analysis (RDANA), reviewing the team’s activation, widespread flooding across Bulacan, and sector-by-sector impacts spanning agriculture, fisheries, livestock, poultry, and infrastructure.
Based on the unofficial and partial damage report as of August 14, 2026, Bulacan has recorded an estimated P279,491,553.68 in total damages; of the consolidated amount, P96,276,503.68 was recorded in agriculture and fisheries, P3,215,050.00 in livestock and poultry, and an estimated P180,000,000.00 in infrastructure damages.
The council likewise reviewed the province-wide evacuation situation, with a cumulative 20,217 individuals from 6,046 families recorded inside evacuation centers as of 9:00 a.m. on August 14, while 8,201 individuals from 2,501 families were still staying in evacuation centers at the time of the assessment.
Meanwhile, 884,217 individuals from 256,942 families were classified as affected but not displaced, while 32,832 individuals from 8,866 families were recorded as currently outside evacuation centers.
Updates on casualties, drone-assisted inspections, needs analysis, and the overall disaster situation were also presented to guide the province’s continuing emergency response, relief, and recovery operations.
Following the RDANA presentation and subsequent deliberations, the PDRRMC, headed by its chairman, Gov. Daniel R. Fernando, reviewed the requirements and indicators for the declaration of a State of Calamity, particularly the extent of damage to critical and lifeline infrastructure, widespread losses affecting crops, fishponds, poultry, and livestock, and disruptions to essential services and lifelines.
After assessing the extent of the reported impacts, the PDRRMC recommended the preparation of a resolution endorsing the declaration of a State of Calamity in Bulacan to facilitate the province’s continued response, recovery, and assistance to affected communities.
The PDRRMC also underscored the importance of sustained coordination among provincial offices, local government units, disaster response teams, and partner agencies as monitoring, validation, and damage assessment activities continue throughout the province.
Reported damage figures and situation data are currently unofficial and partial, remaining subject to further validation, consolidation, and updating as assessment operations continue.
