Camp Olivas, City of San Fernando, Pampanga — PBGEN Jess B Mendez, Regional Director of Police Regional Office 3 (PRO3), received a Plaque of Recognition during the 28th Founding Anniversary of the Volunteers Against Crime and Corruption (VACC) on August 28, 2026, at the PNP Multi-Purpose Center in Camp Crame, Quezon City.
The recognition cited PBGEN Mendez’s anti-criminality accomplishments throughout his police career, including those from his previous assignments in CALABARZON and the National Capital Region.
Among these was an intelligence operation he handled while still a Police Colonel that led to the tracking and arrest of a key figure linked to the Alitagtag, Batangas drug cargo case involving Canadian drug lord Thomas Gordon O’Quinn. His operations against high rollers in casinos and efforts against criminal groups and other lawless elements were also recognized.
Now serving as Regional Director of PRO3, PBGEN Mendez continues to bring the same operational experience to Central Luzon, with greater emphasis not only on solving crimes but also on preventing them through stronger police visibility and community partnership under the JBM Patrol System.
For PBGEN Mendez, the recognition also carries a continuing responsibility to build on these efforts and ensure that police operations translate into safer communities and better service to the people of Central Luzon.
