CITY OF MALOLOS – The Provincial Government of Bulacan has formally adopted the Incident Command System (ICS) through Provincial Ordinance No. 132-2025 following its approval by the members of the Provincial Disaster Risk Reduction and Management Council led by PDRRMC Chairman and Governor Daniel R. Fernando during the 1stquarter joint meeting with the city and municipal DRRM officers via Zoom teleconference on Wednesday.
Fernando directed the DRRM officers to ensure strict compliance and full implementation of the ICS in their respective jurisdictions, reinforcing the province’s disaster preparedness and emergency response efforts in accordance with Republic Act No. 10121, or the Philippine Disaster Risk Reduction and Management Act of 2010.
Under the ordinance, the ICS establishes a unified structure for command, control, and coordination during emergencies, ensuring that response operations are led by a designated Incident Commander and supported by trained personnel under a clear chain of command to promote efficiency and avoid confusion.
It requires all provincial offices, component cities and municipalities, national government agencies, and partner organizations involved in disaster response to operate within the ICS framework to ensure coordinated, timely, and effective emergency actions across the province.
PDRRMO Head Manuel M. Lukban, Jr. also explained to the council that the ordinance also imposes penalties for non-compliance, including failure to follow lawful orders, disregard of established command structures, and actions that hinder coordinated response efforts, without prejudice to existing administrative, civil, or criminal liabilities.
Fernando underscored that the full and strict compliance of local government units is crucial to the effective implementation of the measure.
“Mahalaga ang buong pagsunod at aktibong pakikilahok ng ating mga LGU sa Incident Command System. Kung nagkakaisa at sumusunod ang bawat lungsod at bayan sa iisang sistema, mas magiging mabilis, maayos, at epektibo ang ating pagtugon sa anumang sakuna upang mapangalagaan ang buhay at kaligtasan ng bawat Bulakenyo.”
