
Camp Olivas, City of San Fernando, Pampanga — Police Regional Office 3 (PRO3) has successfully arrested all Regional Top Most Wanted Persons for January 2026 within 48 hours, marking a firm and focused start to the year for law enforcement operations across Central Luzon.
The arrests were carried out through coordinated manhunt operations by provincial and city police units, guided by validated intelligence and close inter-unit coordination.
The individuals, wanted for serious offenses such as rape, murder, qualified theft, and drug-related crimes, were apprehended by virtue of lawful warrants issued by the courts.
PBGEN Ponce Rogelio I. Peñones Jr., Regional Director of PRO3 said the swift results reflect the Region’s strengthened intelligence work and disciplined execution of operations under Enhanced Managing Police Operations (EMPO).
It was learned that since September 2025, PRO3 has maintained an average arrest rate of nine days for Regional Most Wanted Persons, a performance now considered a best practice of the Region’s intelligence-led manhunt strategy.
The Central Luzon top cop also stated that the accomplishment sends a clear message that fugitives cannot outrun the law.
“This shows that there is no safe place for those who choose to break the law. Our personnel stayed focused, did the work, and delivered results,” Peñones added.
The accomplishment supports the PNP Focused Agenda of Acting Chief, PNP PLTGEN Jose Melencio C. Nartatez Jr., particularly on Enhanced Managing Police Operations, and reinforces PRO3’s commitment to Protect the People, Pursue Peace and Order, and Promote Professionalism.
PRO3 said manhunt operations will continue to ensure accountability and sustain public safety across the region, consistent with its thrust of delivering Serbisyong Mabilis, Tapat, at Nararamdaman.
