CIBAC Party-List Representative Bro. Eddie Villanueva joins the call for the reconsideration of the approval of House Bill No. 8910, the House counterpart version of Senate Bill 1979 which seeks to establish the Comprehensive Sexuality Education bill to address the issue of teenage pregnancy.
In light of the serious valid concerns being exposed on the evils of comprehensive sexuality education being patterned after international standards, Villanueva calls for the recommitment of House Bill 8910 which was already approved by the lower chamber in 2023 on 3rd reading.

Rep. Villanueva believes that while addressing teenage pregnancy is a valid concern, HB 8910 is among the measures in Congress which serves as a camouflage and entry point for the import of foreign ideologies which violate the Constitution as well as God-and family-centered values cherished by Filipinos.
In particular, HB 8910 will pave the way for the adoption of curriculum prescribed by international standards which introduces inappropriate sexuality education concepts such as masturbation, oral sex, anal sex, etc. into the curriculum of basic education students as early as six (6) years old.
The CIBAC solon also emphasized that the bill will bypass parental authority, such as allowing minors to access reproductive health services and decide in matters of sexuality without parental consent.
“The bill contradicts Biblical principle and Constitutional mandate of giving the parents the natural and primary duty to rear their children. It also betrays the Constitutional policy of the state responsibility to promote and protect the physical, moral and spiritual well-being of the youth,” Villanueva said.
The CIBAC solon hopes his colleagues will consider the call. Villanueva said that the bill should be brought back again to the committee to make sure it is aligned with Constitutional standards.
