Police arrest another suspect in Capistrano, aide double murder 

Camp Captain Julian Olivas, City of San Fernando, Pampanga — The third suspect in the killing of president of the Bulacan Association of Barangay Captains (ABC) and his driver in Bulacan was arrested by joint police operatives during a manhunt operation conducted in Kawit, Cavite on April 10, 2026.


The arrested suspect was identified as Cesar Mayoralgo Gallardo Jr., 45,  was apprehended at around 11:30 AM in Barangay Marulas, Kawit, Cavite by virtue of a Warrant of Arrest dated February 20, 2025, issued by the Regional Trial Court Branch 11, City of Malolos, Bulacan, for two  counts of Murder, with no bail recommended.


The accused is one of the suspects in the killing of Hon. Ramil Capistrano, ABC President of Bulacan, and his driver, Shedrick S. Toribio, which occurred on October 3, 2024 in Barangay Ligas, City of Malolos.


Bulacan Police Provincial Office Provincial Director PCol Jay Baybayan in his report to PBGEN Jess B Mendez, Regional Director of PRO3 said the arrest was carried out by the Tracker Team of the Bulacan Provincial Intelligence Unit, in coordination with personnel from Bulacan 1st Provincial Mobile Force Company (PMFC), Malolos City Police Station, Regional Intelligence Unit 3 (RID3), Regional Special Operation Group 3 (RSOG 3), and Kawit Municipal Police Station, Cavite Provincial Police Office.


During the operation, the suspect attempted to evade arrest by fleeing on board a motorcycle but accidentally collided with a vehicle used by the operatives, leading to his immediate arrest. 


The suspect is currently under the custody of the Bulacan Provincial Intelligence Unit for documentation and proper disposition, pending the issuance of a commitment order.


Meanwhile, Governor Daniel R. Fernando commended the operating units for the successful arrest of the third suspect emphasizing that the rapid progress of Capistrano’s case is the result of unity, determination to maintain order in the province of Bulacan.


For his part, PRO3 Regional Director PBGEN Jess Mendez said the operation is aligned with the PNP Focused Agenda of Chief, PNP, PGEN Jose Melencio C. Nartatez Jr., particularly in the intensified campaign against wanted persons and the swift administration of justice.


“This operation reflects our firm commitment to ensure that those involved in heinous crimes are relentlessly pursued and held accountable. Walang puwang ang pagtatago sa batas. We will continue to track, locate, and arrest wanted persons until they are brought before the courts,” Mendez said.


He further underscored that the success of the operation highlights the importance of intelligence-driven operations, inter-unit coordination, and sustained manhunt efforts in strengthening public trust and ensuring safer communities.


It can be recalled that early this year on January 14,  a dismissed policeman who is one of the suspects for Capistrano’s Double Murder case was arrested, he was identified as Police Staff Sergeant Ulysses Pascual, formerly assigned to the Criminal Investigation Detection Group (CIDG) in Camp Crame.


Prior to Pascual’s arrest, the said police operatives  were able to apprehend the first arrested suspect identified as Christian Roxas alias “Lupin” on October 22, 2025 in Barangay Tangos South, Navotas City while the remaining suspect identified as a certain alias “Jeff”, is still at-large.
