ANGELES City Mayor Carmelo “Pogi” Lazatin Jr. has welcomed the appointment of Joshua M. Bingcang as Acting President and Chief Executive Officer of the state-run Clark International Airport Corporation (CIAC).
Bingcang will take the place of CIAC long-time top executive Darwin Cunanan, who acted as OIC of CIAC, after retired General Aaron Aquino left the corporation.
Lazatin said the appointment of Bingcang, a native of Pampanga province, augurs well in the development of the Clark airport, now one of the busiest airports in the country.
Lazatin said Bingcang is knowledgeable in the developments of the Clark growth corridor having been Senior Vice President for Business Development and Operations Group of the Bases Conversion and Development Authority, and Head of the New Clark City Project Management Office and SCTEx Services Department.
Bingcang had supervised BCDA’s biggest development projects.
As former project manager of the Subic Clark Tarlac Expressway Services Department, he supervised of the construction and maintenance of the 94-kilometer expressway.
Bingcang holds a Master’s Degree in Business Administration from the University of the Philippines and a Bachelor’s Degree in Electrical Engineering from Holy Angel University.
He also attended Executive Training Programme in Urban Policy and Governance from Nanyang Technological University and Public-Private Partnerships in Infrastructure from Harvard Kennedy School.
Also appointed as member of the CIAC Board of Directors is Dante Francis M. Ang II, of the Manila Times Publishing Corporation.
