The said inauguration ceremony was graced by DPWH Secretary Manuel Bonoan who signaled its opening to the public.
It was learned that the last 11.65 kilometers of the new southbound lane of the bypass road from the Plaridel part to the Balagtas Exit of the North Luzon Expressway (NLEX) is also now passable.
DPWH Region 3 Regional Director Roseller Tolentino said this is the third flyover on the said bypass road following the opening of the Bustos northbound and San Rafael flyovers that were opened in 2022 and 2023.
District Engineer Henry Alcantara of DPWH First District Engineering Office said the construction of the Guiguinto flyover cost P227 million as part of the P5.26 billion Plaridel Arterial Bypass Road Phase 3 project.
Sec. Bonoan explained that within the said amount, P4.25 billion was loaned funds from the Official Development Assistance (ODA) of the Japan International Cooperation Agency (JICA). While the supplement of P1.01 billion is from the Philippine National Budgets issued by the Department of Budget and Management (DBM).
Meanwhile, Second Secretary Kinoshita Akito of the Embassy of Japan to the Philippines stated that apart from the fact that the trip will be shortened by 24 minutes from 69 minutes for the 15 thousand motorists every day, he said this flyover is a testimony of the concrete friendship between the Philippines and Japan.
He believes that with such large infrastructures, it can contribute a lot to bring investment and jobs to Guiguinto and neighboring towns.
He said it perfectly fits the purpose of the administration of President Ferdinand R. Marcos Jr. to deliver the Philippines to become a fully upper middle-income country by 2028.
