CL’s most wanted, drug suspect bagged

Camp Olivas, City of San Fernando, Pampanga — In a decisive crackdown on crime, operatives of the Police Regional Office 3 (PRO3) successfully captured one of Central Luzon’s most wanted fugitives and a high-value drug suspect in two separate operations on February 27, 2025.
 
At around 4:00 PM, intelligence operatives from Police Station 4, in coordination with the City Intelligence Unit (CIU) and the Women and Children Protection Desk (WCPD) of the Angeles City Police Office (ACPO), arrested Delbert Leroy III Fern, a 70-year-old American national and the No. 3 Most Wanted Person at the provincial level.
 
Fern was apprehended in Barangay Malabanias, Angeles City based on a warrant of arrest for violating Section 4(a) in Relation to Section 6(a) of Republic Act 9208, as amended by Republic Act 10364 (Anti-Trafficking in Persons Act of 2003). He faces Criminal Case Nos. R-ANG-23-01045-CR, R-ANG-23-01046-CR, and R-ANG-23-01047-CR, with no bail recommended. The warrant was issued by Hon. Ireneo Pineda Pangilinan, Pairing Judge of Branch 59, Regional Trial Court, Third Judicial Region, Angeles City, Pampanga.
 
Later that evening, at approximately 8:00 PM, an anti-illegal drug buy-bust operation by the Special Drug Enforcement Unit (SPDEU) of Police Station 3, Olongapo City Police Office, resulted in the arrest of alias “Marvin”, an HVI-listed drug personality in Barangay New Asinan, Olongapo City. The operation led to the seizure of 65 grams of suspected shabu, valued at PHP 442,000.00.
 
PRO3 Director PBGen Jean Fajardo lauded the operatives behind these major arrests, reaffirming PRO3’s unwavering commitment to public safety.
 
“These arrests are a testament to our unwavering commitment to public safety and relentless pursuit of justice. PRO3 will not rest until fugitives are behind bars and illegal drug networks are dismantled. We will intensify our operations to ensure peace and order in Central Luzon,” PBGEN Fajardo stated.
