Clean Leaf obtained ECC, TSD without LONO, business permit

BAMBAN, Tarlac – A Treatment, Storage, and Disposal (TSD) facility here had been issued an Environmental Compliance Certificate (ECC) and a TSD Certification despite the absence of “Letter of No Objection” (LONO) from the Sangguniang Bayan of Bamban and LGU’s Business Permit. 

The Department of Environment and Natural Resources—Environmental Management Bureau (DENR-EMB) in Region 3 issued both ECC and TSD Certification, which allowed CLIC to operate the 189,541-square meter land straddling the areas of the towns of Bamban and Capas, both in Tarlac province. 

Bamban Mayor Jose Salting said the Bamban LGU had opposed the operations of CLIC in Barangay Anupul, Bamban, because residents are against its operations which involve treating hazardous and hospital wastes.

CLIC had secured its business permit from the Capas LGU where its operations had been allowed since its inception, according to Capas MENRO head Gener Tanhueco. CLIC, however, had been advised to secure business permit from the Bamban LGU.

Bamban MENRO head Jonathan Yanga said they are yet to conduct an inspection into the operations of CLIC in Barangay Anupul to ensure that it complies with the requirements of the Bamban LGU. 

Yanga said MENRO will be assisted by the Bamban Business License and Permit Office during the inspection.

The Bamban LGU has said it will investigate the alleged illegal operations of CLIC amid mounting complaints against its continued operations

The Bamban officials will also probe why CLIC obtained an ECC and a TSD Certification despite the absence of a “Letter of No Objection” from the Sangguniang Bayan of Bamban and Business Permit. 

In its TSD Registration Certificate obtained from the DENR-Environmental Management Bureau granted on November 12, 2018, CLIC is located in Barangay Anupul, Bamban, Tarlac. 

In its Environmental Compliance Certificate (ECC), CLIC has also its address in Barangay Anupul, Bamban, and Barangay Cutcut, Capas, Tarlac.

CLIC operates the TSD facility in Barangay Anupul and its land area is connected to an adjacent lot within Barangay Cutcut 2nd, in Capas, Tarlac.

There are currently six TSD facilities in the area namely: CLIC, Envirocare (Philippine Premier), CLAD Sanitation Services, Cleanway Environment Managament Incorporated, Safewaste Incorporated, and Environmental Incorporated.
