ARTA lauds Bulacan for pioneering Ease of Doing Business Champ program

MALOLOS CITY  — The Anti-Red Tape Authority (ARTA) lauded Bulacan for its Ease of Doing Business (EODB) Champion as a pioneering local initiative in Central Luzon for innovative governance. 

 

It is an award body conceptualized and established by the Provincial Cooperative and Enterprise Development Office (PCEDO) to institutionalize regulatory excellence, foster innovation, and advance the ease of doing business across all local government units (LGUs) in the province. 

 

ARTA Director General Ernesto Perez emphasized that this is more than a contest but a mechanism that will create a culture of discipline, transparency, efficiency and accountability in line with Republic Act 11032, otherwise known as the EODB Act of 2018. 

 

“This means that a LGU shall have an effective and operational Electronic Business One Stop Shop (E-BOSS) which is a single online platform that facilitates end-to-end business registration to streamline the government process for businesses, covering online submission of business permit applications, digital payment options, and issuing of electronic versions of permits, licenses or clearances,” he added.

 

Data obtained from ARTA showed that the municipalities of Pulilan and Obando as well as the city of Baliwag are fully compliant with having an E-BOSS. 

 

Partly compliant, on the other hand, are the municipalities of Angat, Balagtas, Guiguinto, Norzagaray, Pandi, Paombong, Plaridel, San Miguel, and Doña Remedios Trinidad. 

 

PCEDO Head Jayric Amil has emphasized that the newly established EODB Champion upholds the core pillars of reinventing local licensing such as the streamlined processes, innovation and creativity, digital transformation, strategic investment facilitation, and sustainable reforms.

 

The award body will also assess LGUs on their implementation of Green Lanes for big-ticket investments pursuant to Executive Order No. 18 of President Ferdinand R. Marcos Jr.
