CLARK FREEPORT ZONE, Pampanga — Clark Development Corporation (CDC) and Anti-Red Tape Authority (ARTA) partnered to pilot the implementation of the Unified Logistics Pass (ULP) which will simplify transport of goods inside the Freeport.
ARTA said the use of ULP will facilitate easier movement of products and ease port-entry restrictions by streamlining requirements for a unified Quick Response (QR) Code to eliminate separate pass-through stickers being required by economic zones, ports, and local government units (LGUs).
ARTA Deputy Director General for Operations Usec. Ernesto Perez cited that the use of ULP will ensure unhampered business operations for investors.
“We are happy that CDC is open to this idea as this will rid colorum trucks and vehicles. This will also give assurance to investors, trucks, and logistics owners that they will be allowed to travel seamlessly and unimpeded, and at the same time, protect their investments,” he said.
For his part, CDC President and CEO Manuel Gaerlan thanked ARTA for the partnership and expressed optimism on the provisions of the ULP.
“We welcome this development in Clark since this [ULP] will bolster the promotion of ‘ease of doing business’ in the Freeport,” Gaerlan cited.
The implementation of ULP supports Republic Act 11032, also known as the Ease of Doing Business and Efficient Government Service Delivery of 2018. This law aims to streamline current systems and procedures of government services. It also mandates all government offices and agencies to adopt simplified processes that will reduce red tape and expedite government transactions.
