New Bulacan top cop assumes post

Camp Olivas, City of San Fernando, Pampanga — The Bulacan Police Provincial Office (PPO) has a new officer-in-charge following the formal turnover of command at Camp Alejo Santos in Malolos City on Monday.

PCOL Jay B Baybayan assumed the post, succeeding PCOL Angel L Garcillano, who has been designated as Deputy Regional Director for Operations of Police Regional Office 3 (PRO3).

The ceremony was presided over by PRO3 Regional Director PBGEN Jess B. Mendez.

Both officials are graduates of the Philippine National Police Academy, with PCOL Garcillano belonging to Class “Kabalikat” 1998 and Baybayan to Class “Magilas” 2000. Prior to his new assignment, PCOL Baybayan served as Chief of the Regional Intelligence Division of PRO3, where he was involved in intelligence-driven operations across Central Luzon.

In his message, Mendez underscored that the leadership transition reflects the organization’s commitment to continuity, stability, and sustained operational effectiveness. 

He expressed confidence that PCOL Baybayan will carry forward ongoing initiatives in Bulacan, particularly in strengthening intelligence operations, enhancing police visibility, and reinforcing partnerships with local government units and the community.

The turnover marks a seamless transition of leadership in one of the region’s key provinces, as PRO3 continues to align its efforts with the Philippine National Police’s focused agenda of ensuring peace and order through responsive and accountable policing.
