
GABALDON, Nueva Ecija (PIA) — The Social Security System (SSS) signed a Memorandum of Agreement with the local government of Gabaldon for the implementation of the Contribution Subsidy Provider Program covering barangay health workers (BHWs) and child development workers in the municipality.
SSS Luzon Central 2 Division Vice President and concurrent Luzon Central 1 Head Gloria Corazon Andrada said the local government will subsidize the SSS contributions of about 50 BHWs and child development workers for six months, from January to June 2026.
She said the municipality will shoulder the minimum monthly contribution of P760 per beneficiary, enabling them to access benefits such as sickness, maternity, disability, retirement, funeral, and death assistance.
Andrada described the initiative as a pilot implementation in Gabaldon, with another batch of non-Government Service Insurance System-covered personnel eyed for inclusion in the succeeding six months, subject to the availability of municipal funds.
“Gabaldon serves as our model because we recognize the need to help our workers secure their future. We hope other local governments will follow the example set by the municipality, as it is important that we take care of our workers not only today but also in preparation for their retirement. Through SSS, they can have their own pension in the future and no longer depend on others for financial support,” she emphasized.
She added that the municipal government selected the beneficiaries, prioritizing non-permanent personnel not covered by the Government Service Insurance System, while permanent employees may opt to maintain SSS membership through the Kasangga Program.
For his part, Mayor Jobby Emata welcomed the partnership, noting that it strengthens social protection for barangay-level personnel who continue to serve despite limited income sources.
“They do not need to feel indebted, but we are grateful for the opportunity to help secure their future. We thank the SSS for guiding us, as we realized that there are many services we can avail of that we have long wanted to implement with the support of their personnel,” he said.
The local chief executive disclosed that Gabaldon has 90 BHWs and 26 daycare workers, many of whom are already senior citizens but remain active in service, making the subsidy a significant step toward securing their future pension and other long-term benefits.
Emata also expressed intent to institutionalize the program by urging the Sangguniang Bayan to pass an ordinance to ensure annual funding beyond his term in 2028.
The Contribution Subsidy Provider Program seeks to expand social security coverage for non-permanent local government personnel by enabling them to build SSS membership and qualify for pension and other benefits through sustained contributions.
