Camp Olivas, City of San Fernando, Pampanga — The Police Regional Office 3 (PRO3), through the Regional Civil Security Unit (RCSU-3), has issued a public advisory on the allowed and prohibited firecrackers and pyrotechnic devices as part of the intensified Ligtas Paskuhan Campaign, aimed at ensuring a safe, orderly, and injury-free holiday celebration across Central Luzon.
PBGEN Ponce Rogelio I. Peñones Jr. reiterated that the sale, distribution, and use of illegal firecrackers, as well as the selling of permitted items outside authorized firecracker zones, are strictly prohibited and punishable under existing laws and PNP regulations.
Allowed firecrackers, provided they are not oversized, not overweight, not imported, properly labeled, and sold only in authorized zones, include: Baby Rocket, Bawang, El Diablo, Judas Belt (Small Triangulo), Paper Caps, Pulling of Strings, Sky Rocket (Kwitis), and Small “Triangulo.”
Allowed pyrotechnic devices (pailaw) include: Butterfly, Fountain, Jumbo (Regular and Special), Luces, Mabuhay, Roman Candle, Sparklers, Trompillo, Whistle Device, and other similar devices that comply with safety standards and permit requirements.
Meanwhile, strictly prohibited are hazardous firecrackers and devices such as Watusi, Piccolo, Poppop, Five Star (Big), Pla-Pla, Lolo Thunder, Giant Bawang, Giant Whistle Bomb, Atomic Bomb, Atomic Triangle, Large-Size Judas Belt, Goodbye Delima, Hello Columbia, Goodbye Napoles, Super Yolanda, Mother Rockets, Kwiton, Super Lolo, Goodbye Bading, Goodbye Philippines, Bin Laden, Coke-in-Can, Pillbox, and Kabasi.
Also prohibited are oversized or overweight firecrackers, those with unsafe fuse burn times, imported finished fireworks, unlabeled locally made firecrackers, devices containing hazardous chemical mixtures, polyvinyl pipe “boga” devices, and the manufacture, sale, distribution, or transport of firecrackers without the necessary permits.
The Regional Director stressed that violators will face confiscation of items, fines, and possible criminal charges. PRO3 also encourages LGU-organized community firework displays, provided these are held only in designated areas and with strict safety measures in coordination with the PNP.
The public is urged to buy only from authorized vendors, avoid illegal fireworks, and immediately report violations to the nearest police station or via 911.
Through the Ligtas Paskuhan Campaign, aligned with the PNP Focused Agenda under the leadership of Acting Chief PNP, PLTGEN Jose Melencio C. Nartatez Jr., PRO3 calls on everyone to work together in ensuring a safe, peaceful, and joyful holiday celebration across Central Luzon.
