
Camp Olivas, City of San Fernando, Pampanga — Police Regional Office 3 (PRO3) formally strengthened its commitment to the welfare of its personnel and their families through the signing of a Memorandum of Agreement (MOA) with Jose B. Lingad Memorial General Hospital (JBLMGH), the region’s premier government hospital made possible with the initiative of the Regional Medical and Dental Unit 3 under PCOL Jonard J De Guzman.
The ceremonial signing, held earlier on October 6, at the Stakeholders’ Lounge, Camp Captain Julian Olivas, was graced by PBGEN Ponce Rogelio I. Peñones Jr., Regional Director of PRO3, represented by PCOL Rommel S Batangan, Deputy Regional Director for Administration and Dr. Monseratt S. Chichioco, Medical Center Chief of JBLMGH, together with key officials of both institutions.
The agreement seeks to establish a closer partnership between PRO3 and JBLMGH in the delivery of accessible, quality, and timely health services to PNP personnel and their dependents across Central Luzon.
In his message read by PCOL Batangan, Peñones Jr. underscored the importance of prioritizing the health and well-being of police officers.
“Our personnel are the backbone of public service and law enforcement. Ensuring their health means strengthening our capacity to deliver swift and responsive service to the community. This partnership with JBLMGH reflects our commitment to both our people and the public we serve,” he emphasized.
Meanwhile, Dr. Monseratt S. Chichioco expressed JBLMGH’s strong support for the partnership, highlighting how the MOA will enable enhanced coordination in medical assistance, referrals, and health programs.
The agreement covers provisions for medical consultations, emergency care, hospitalization, and other specialized services, streamlining procedures to ensure that PRO3 personnel can immediately access hospital facilities when needed.
The activity also served as a symbolic gesture of unity between the police and the health sector—two critical frontliners in ensuring community safety and resilience.
PRO3 vowed to continue pursuing programs that enhance the welfare and morale of its members, in line with the program thrust of Acting PNP Chief PLTGEN Jose Melencio C Nartataez Jr.
The MOA is also seen as another milestone in PRO3’s thrust of “Protect the People, Pursue Peace and Order, and Promote Professionalism.
