The Management Review (MR) and Strategic Planning of the Department of Public Works and Highways (DPWH) – Regional Office III was recently conducted in Clark, Pampanga, with Director Roseller Tolentino and Assistant Director Melquiades Sto. Domingo leading the discussions.

Attended by Office Division and Assistant Division Chiefs, the Quality Management System (QMS) Team, and Performance Governance System (PGS) focal persons from the 16 District Engineering Offices (DEOs), the one-day dialogue aimed to determine key strategies for improving management practices, ensuring the effective implementation of regional initiatives, and aligning future goals with the department’s overall objectives.
Tolentino emphasized the significance of the meeting in ensuring compliance with QMS regulations, providing a platform to assess the Regional Office’s performance, identify areas for improvement, and align strategic planning efforts with the agency’s long-term goals.
“Fostering data-driven decision-making through the management review and strategic planning contributes to improved service delivery, efficiency, and overall operational effectiveness,” Tolentino added.
Sto. Domingo also explained that the MR and Strategic Planning session was in compliance with Department Order No. 200, series of 2024, ensuring the effective implementation of the QMS, alignment with the agency’s strategic direction, and the identification of actions for improvement.
Throughout the session, a series of topics were discussed, including the follow-up actions from the 2023 Internal Quality Audit (IQA), that identified 11 Opportunities for Improvement (OFIs) and one minor Non-Conformity (NC), which had already been addressed by January 26, 2024.
The status of objectives and targets was also covered, with a focus on bypass road projects, with no projects set for completion this year, and the San Ildefonso – San Rafael – San Miguel and San Jose City Bypass Roads scheduled for completion in 2028.
Tolentino noted that these initiatives should have been completed or near completion had it not been for funding reductions, which he identified as the root cause of the delays and ongoing challenges in project progress.
Additionally, issues on right-of-way and other concerns were discussed, including procurement delays, revised success indicators, and the continuing challenges in securing funding and resolving these issues for project completion.
Among the topics also discussed during the meeting were reports on customer feedback, Department Order issuances, status of physical and financial accomplishments, performance of external providers, resource adequacy, and effectiveness of actions taken to address risks and opportunities.
Presentations also covered the Calendar Year 2025 Office Performance Commitment and Review (OPCR) Form for the first semester, the strategies and commitments based on OPCR and measure profiles, and a review of the outcomes from the previous strategic planning session.
