Gov. Fernando’s ‘People’s Agenda 10’ year-end report

Bulacan Governor Daniel R. Fernando announced the accomplishments of his administration under ‘The People’s Agenda 10’ during the  “Pamaskong Pagdiriwang sa Ulat sa Lalawigan 2024” held recently at the Bulacan Capitol Gymnasium.

Fernando’s year-end report underscored the province’s accomplishments through his “The People’s Agenda 10” and some of which includes construction of two quarantine facilities and the Bulacan Infection Control Center as effective response during the COVID-19 pandemic surge; provision of new hospital ambulances and other medical facilities; and creation of the Department of Ophthalmology and Visual Science.

These are all under the, No.1-Universal Health Care agenda which also includes Harelip at cleft palate surgical missions, 419,926 dogs and cats were vaccinated of anti-rabies, conduct of blood donations campaign and declaring the province as malaria-free by the DOH.

Malasakit Centers’ medical service for 157,343 patients where the Bulacan Medical Center and all district hospitals had served at least 2.37 million outpatient and 572,800 inpatient since July 2019 to June of 2024, and 106,156 individuals availed the Philhealth Point of Service.

No. 2–For Quality Education agenda, the Tulong Pang-Edukasyon Para sa Bulakenyo Scholars produced a total of 88,128 scholars which is equivalent to P285,936,929; constructed 171 school buildings with 685 classrooms worth P1 billion; 1,855 active accredited Day Care workers and 1,055 active accredited Day Care Centers from October 2019 to June 2024; a total of 48,599 Day Care pupils received modular bags in 2023; 895 Persons Deprived of Liberty were enrolled in the Alternative Learning System program; and the successful launch of the first-ever Bulacan University and Collegiate Athletic Association (BUCAA).

Fernando also emphasized the success of job fairs conducted in the province as 10,341 Bulakenyos were successfully hired in response to achieving the No. 3– Vibrant Local Economy and Jobs for every Bulakenyo agenda.
In this agenda, the Province continues to live up to its reputation as the “Cooperative Capital of the Philippines” by launching the innovative GO KOOP Dashboard to increase and level up the Bulacan cooperatives.

The governor told The Manila Times that under No. 4–Inclusive Agricultural Growth and Strong Cooperatives agenda, the PGB provided support to the agriculture sector by providing farmers and fisherfolks with seedlings, fertilizers.

Fishermen received about 75-million fingerlings along with the construction of 81 demo sites, as well as other livelihood support in them.
In Animal Raisers assistance, the provincial government provided 5,341 animals to them and a total of P560-million was paid to hog raisers affected by African Swine Fever (ASF). The Farmers and Fisherfolks Training Center was also established and operational in the town of Dona Remedios Trinidad.
In No. 5 agenda, Caring for the Poor and Marginalized, priority in the extension of this agenda is the rapid and efficient social services aimed at improving the quality of life of the community, especially those in need and immediate assistance to lift all sectors of society.

The PGB provided various assistance for persons with disabilities, senior citizens, and persons deprived of liberty and also to affected of Covid-19 pandemic.

The governor also reported his accomplishments in his 6th agenda the Relevant and Resilient Infrastructure  including the Bagong Tanglaw Pag-asa Youth Rehabilitation Center in Brgy. Bulihan, City of Malolos, and the new Provincial Blood Center and Provincial Health Office.

The provincial government’s The Capitol Hostel also received an award for being 2024 Outstanding LGU in Public Infrastructure/ Amenities Category.

Fernando also reported his administration’s efforts with regard to his 7th agenda, Booming Tourism and Preservation of Cultural Heritage including the recently memorandum of agreement undertaking between the PGB and Knowledge Channel for the SIneliksik Bulacan Program, the Queen’s Homecoming of Miss Universe Asia 2024 Chelsea Anne Manalo, Singkaban Festival Level Up, and Arts and Culture Promotions.

In response to Resilient Nature and Clean Environment, his 8th agenda, dredging activities were conducted wherein a total of 325,823 cu.m were excavated to prevent flooding; Executive Order No. 23 or the Provincial Anti-Illegal Logging Task Force was implemented in an aim to protect the forestry in the province; and conducted numerous tree planting activities for a healthier ecosystem.

In terms of Peace, Order and Security agenda, Fernando emphasized the passing of Executive Order No. 19, series of 2024 “Enjoining the Close Monitoring of POGO in the Province of Bulacan” which tasks local executives to do inspections on the operations of POGOs in their area. He also mentioned the disaster resilience and mitigation initiatives and disaster preparedness and mitigation response programs implemented in the province.

Aside from the SGLG, the province also received several awards including the Hall of Fame award for Local Revenue Generation, five awards at Gawad Timpukan Central Luzon, 2019 Rice Achievers Awards as Outstanding Province – Category A in the country, ISO Certification, ranked eighth as the Most Competitive Province in the 2023 Philippine Competitiveness Ranking and Outstanding Local Chief Executive of the Philippines – Provincial Category for Luzon Island to name a few that proved the PGB’s 10th agenda, Good and Responsive Governance.

“We will look forward to the upcoming developments in our province in the near future through various major projects and flagship development initiatives. It includes the following significant programs, which will enable a stronger and more prosperous Bulacan for every Bulakenyo,” Fernando said.

Upcoming Bulacan projects are the New Manila International Airport, North-South Commuter Railway Project, MRT 7 and MRT 11, Bulacan Mega City, Satellite Government Center, Creation of Animal Breeding Center and Multiplier Farm, Bulacan Bulk Water Supply Project, Bayabas Dam Project, Integrated River Dredging, Manila-Bataan Coastal Project, Flood Control Mega Dike and Water Containment Facility, Province-wide flood ontrol and River Restoration Program, Establishment of Waste-to-Energy Plant, Mobile Blood Center and establishment of Dulaang Filipino Center for Arts and Culture.
