Fernando cautions Bulakenyos on heat emergencies as heat index forecast reaches 40°C 

CITY OF MALOLOS- Governor Daniel R. Fernando reminded Bulakenyos to keep hydrated, bring umbrella when going outside, and wear comfortable and lightweight clothes to avoid experiencing heat emergencies including heat cramps, heat syncope, heat exhaustion, and heat stroke as the heat index forecast reached up to 40°C.
 
“Kung posible, iwasan na po nating lumabas ng ating mga tahanan ng tanghaling tapat. Kung hindi naman maiiwasan na lumabas, gawin na lamang natin ang mga ito sa umaga o hapon kung kailan hindi pa tirik ang araw,” the governor advised.
 
 
All levels in public and private schools in the province of Bulacan will temporarily be subject to three-day online classes through the memorandum sent by the governor to all local government unit starting April 4-6, 2024 due to the high heat index or temperature.
 
Based on the two-day forecast released by the Department of Science and Technology-Philippine Atmospheric, Geophysical and Astronomical Services Administration, heat index in their station at Clark Airport (DMIA) in Pampanga may reach 39°C on April 3 and 40°C on April 4.
 
Aaccording to the Provincial Health Office-Public Health, first aid to be applied to persons experiencing heat emergencies includes moving of the victim to a shady or cool area; removing of clothes that increase body heat; fanning and placing the victim near an electric fan; sprinkling water all over the body; placing of ice packs on the victim’s cheeks, palms, and soles; and taking to the nearest primary health provider.

Signs and symptoms of heat stroke include body temperature over 40°C; hot, red, and dry skin; fainting, convulsions, or disorientation; dizziness, headache, vomiting or nausea; and tightness or twitching of the muscle.
 
Meanwhile, Due to the extreme heat index and high temperatures, some local government units (LGUs) have prompted to suspend face-to-face classes in several parts of Central Luzon.
 
Central Luzon, LGUs in the provinces of Pampanga and Tarlac, have already suspended face-to-face classes in favor of online classes amid the increasing heat index that might affect the health of residents.
 
Among the towns and cities that had suspended classes in Pampanga are Angeles City, City of San Fernando, Bacolor, Pampanga State Agricultural University (PSAU) in Magalang, Arayat, Mabalacat City, Floridablanca, Mexico, Sta Ana, Macabebe, and Masantol; in Tarlac – Anao, Bamban, Camiling, Capas, Concepcion, Gerona, La Paz, Mayantoc, Paniqui, Pura, San Clemente, San Jose, San Manuel, Santa Ignacia, and Victoria.
 
 
Pagasa said heat index exceeding 42ºC and reaching 51ºC constitues “danger category,” and may lead to heat-related ailments such as heat cramps, heat exhaustion, and heat stroke.
 
The public is advised to limit outdoor activities; drinking plenty of water; avoiding tea, coffee, soda and liquor, using umbrellas, hats and sleeved clothing outdoors.
 
Prolonged exposure in the outdoor may result to heavy sweating, exhaustion or fatigue, dizziness or lightheadedness, blacking out, weak but fast pulse, nausea and vomiting.
