CITY OF MALOLOS – In pursuit of elevating their competence and refining their skills, the Provincial Government of Bulacan through the Provincial Civil Security and Jail Management Office (PCSJMO) conducted the ‘Custodial Intervention Seminar in the Bulacan Provincial Jail’ throughout the month of November at the Provincial Capitol Building here that was attended by the members of the Bulacan Provincial Jail Custodial Force.
Spearheaded by PCOL. Rizalino A. Andaya, a total of 74 personnel from the BJP custodial force underwent intensive training last November 8, 9, 15 and 22, 2023 where they were also able to enhance their confidence in handling various situations that could arise during their tour of duty while being able to respect the human rights of persons deprived of liberty (PDLs) and how it will be applied in the detention facility, regardless of how serious the crime of which they have been accused or convicted of.
Among the important pointers that were demonstrated by PCOL. Andaya were the proper handling of guns including proper stance, the basic principle in sight picture, sight alignment, proper gripping, proper squeezing and proper breathing; handcuffing, weaponry and crowd control for instances like close quarters battle wherein a PDL escaped; proper approach during jailbreaks, riots and calamities.
In his message, Governor Daniel R. Fernando said that by investing in various trainings and development of jail guards, the province is not just ensuring the safety and security of correctional facilities but also contribute in the recovery and eventual societal reintegration of those under their supervision.
“Ang inisyatiba na ito ay hindi lamang para sa pagpapaunlad ng ating mga jail guards kundi isang pangako rin sa isang mas epektibo at makataong criminal justice system dito sa ating lalawigan,” Fernando said.
