4PH offers affordable housing for Angeleños

ANGELES CITY — Angeleños can now own a house through the Pambansang Pabahay Para sa Pilipino Housing (4PH) Project with its low-cost price.

Each unit will cost P1.23 million of 27 square meters with additional P400,000 for a parking slot. 

Mayor Carmelo “Pogi” Lazatin Jr. said that this is an opportunity of a lifetime for Angeleños to have decent housing. 

The 4PH was made affordable for Angeleños since the national government will subsidize the cost of the housing units. 

Housing loan borrowers who will avail of units under the 4PH program through a Pag-IBIG Housing Loan will enjoy an even lower interest rate than what Pag-IBIG Fund currently provides, which is already considered the lowest in the market.

Mayor Lazatin led the groundbreaking ceremony of the 4PH project in Barangay Mining on February 27, 2025. 

Pampanga First District Representative Carmelo “Jon” Lazatin II, Vice Mayor Vicky Vega-Cabiting, members of the City Council, Chief Adviser IC Calaguas, Executive Assistant IV Reina Manuel, department heads, and officials of the Department of Human Settlements and Urban Development (DHSUD) joined Mayor Lazatin during the groundbreaking ceremony. 

“Malaking bagay ito para sa ating mga kababayan para magkaroon ng sarili nilang mga bahay, na maayos, ligtas, at nasa sentro ng siyudad,” Lazatin added. 

The 4PH Program is a comprehensive initiative designed to make homeownership accessible for low-income Angeleños. 

Through the collaboration between the city government, Department of Human Settlements and Urban Development (DHSUD), and other agencies like Pag-IBIG Fund, this program provides subsidized housing units, lower interest rates, and convenient payment options.

In the said project, 10 buildings with six-storey will be established in the city to accommodate the qualified beneficiaries.

Each building will consist of 245 residential units bringing the total to 2,450 residential units. 

The housing project will also feature 200 slots of car parking, and 680 slots for motorcycle parking. 

The housing site not only provides decent, and affordable shelter but also improves the living conditions through amenities such as a village clubhouse, village market, and transport terminal to address the beneficiaries’ immediate needs.
